About your role

You are a trusted Senior Principal required to influence and partner with the business and external market to strengthen and uplift how the business plans and delivers our Asset Investment Program (Major Infrastructure Capital Works). This program is made up of 700+ projects over a $2.2b five year rolling program. Over the next 5-10 years these figures are projected to significantly increase with the inclusion of new water sources, treatment, networks and future State and Industrial development projects. You will bring your industry and commercial experience and be a key member of the Capital Delivery team to drive this transformation.

We are looking for a strategic thinker, who can connect the dots. Our Capital Delivery transformation initiative will enhance investment decision-making, improve visibility and transparency across cost, risk and performance and deliver supply chain efficiencies. The initiative strongly aligns with Infrastructure Australia’s “Delivering Outcomes” which provides recommendations to support industry reform in the way infrastructure is planned, procured, delivered, and managed with increased industry participation. It also aligns with Infrastructure WA “Foundations for a Stronger Tomorrow” and reforms to address market capacity and improve productivity.

What your role will involve:

Program Formulation and Commercial Advisory

  • Contribute to the formulation of the Water Corporation's five-year rolling Asset Investment Program (Major Infrastructure Capital Works), ensuring alignment with strategic goals.
  • Provide expert advice on risk, cost, and time management for programs and projects within the five-year rolling Asset Investment Program (Major Infrastructure Capital Works).
  • Identify and evaluate programs of work, offering strategic advice on major infrastructure projects and recommending suitable delivery models.
  • Lead and influence Integrated Portfolio Teams by providing commercial and financial technical expertise for the management of the Water Corporation's five-year rolling Asset Investment Program (Major Infrastructure Capital Works),
  • Develop and integrate procurement and delivery strategies into the program formulation and delivery phases.
  • Conduct comprehensive research on market capacity and capability to support delivering the five-year Asset Investment Program (Major Infrastructure Capital Works), and accurately forecast future market needs to ensure successful and timely delivery.
  • Manage and resolve risks and issues to ensure implementation within agreed timeframes.

Financial Analysis and Modelling

  • Develop and integrate time and cost benchmarks to enhance value-for-money decision-making, assess project feasibility, and articulate future funding requirements.
  • Implement probabilistic time and cost scenario modelling into program formulation and management to accurately predict project completion times and costs.
  • Incorporate program contingency management into program formulation and management to mitigate risks and ensure program resilience.
  • Link existing time and cost processes and systems with asset management data systems for continuous updates and improvements of benchmarks.
  • Lead initiatives to improve program and project data quality, utilizing data analytics to gain critical insights.
  • Establish and integrate new processes seamlessly into existing business workflows to enhance efficiency and effectiveness.Stakeholder Engagement & Communications
  • Lead interactions with Executive and Senior Management to identify stakeholder needs, set priorities, and determine preferred solutions for effective implementation.
  • Prepare comprehensive reports, presentations, and documentation to effectively communicate updates and outcomes to client stakeholders at various levels.
  • Develop and maintain strong relationships with internal and external stakeholders, including Operations, Planning, Delivery and Finance Teams, as well as Engineering, Supplier, and Delivery partners.
  • Collaborate with cross-functional teams to support the successful implementation of Capital Delivery.
  • Proactively manage change by working within the agreed approach to ensure employee engagement and the achievement of desired benefits.

Key skills and experience

You’ll have a qualification in a Business, Commerce, Finance, Economics, Project Management or Engineering, with significant experience in all areas of Capital Delivery with considerable experience in planning, design or delivery of business and technology transformation, knowledge of change management and program delivery. Your demonstrated leadership, and ability to collaborate, negotiate and influence stakeholders and senior management will ensure success in this role. Key experience required:

  • Significant experience in a program and project environment on complex infrastructure programs or capital-intensive industries.
  • Significant experience in various commercial delivery models for large infrastructure programs and proven success in the management of large design and/or construction contracts that delivers both commercial and performance value.
  • Significant experience in setting up and monitoring program and project schedules, costs estimates, resources, and finances systems and processes across all stages of a project lifecycle.
  • Significant experience in application of probabilistic estimating, benchmarking, and optimism bias in predicting program and project time & cost forecasting.
  • Modelling competency to assess project feasibility, investment requirements, sensitivities, and undertake scenario analysis.
  • Strong verbal and written communication skills to engage effectively with diverse stakeholders.
  • Proven ability to negotiate and influence high-profile stakeholder groups.
  • Proven ability to deliver high-quality reports and presentations.
